The Kobe Tourism Bureau (hereinafter “KTB”), operator of this website, has established a privacy policy (hereinafter “this policy”) covering the handling of the personal information of users of its services (hereinafter “the user”) as follows. KTB protects personal information by creating personal data protection mechanisms, raising awareness among employees of the importance of safeguarding personal information and thoroughly implementing information protection measures.  

Use of cookies

  1. This website uses cookies to improve our services.
  2. Cookies are text files that allow our website to remember how the user’s computer (or other Internet-connected device such as a smartphone or a tablet) has browsed the website. Cookies allow the website to gather information such as the number of visits the user has made to the website and the webpages browsed.
  3. In using cookies, no information identifying the individual user is collected.
  4. In addition to these cookies, third-party cookies are also used on our website. These may have the purpose of delivering online advertising or data analytics, for example. The user’s name, email address and other information related to the user’s computer cannot be identified through the use of cookies.

1. Personal information

“Personal information” refers to information defined in the Act on the Protection of Personal Information (Act No. 57 of 2003, hereinafter the "Personal Information Protection Act"). It means any data relating to a living person that can be used to identify a specific individual by name, date of birth, or other identifiers, or that contains an individual identification code.

2. Purpose of use of personal information

KTB collects and uses the personal information of website visitors to the extent required for the following purposes. When personal information is to be used for a purpose beyond the scope of the following, we shall obtain consent from the user beforehand in an appropriate manner: 


  • Provision of services by KTB (hereafter “our services”)
  • Improvement of our services or development of new services
  • For the addition of new services, information updates and campaigns, as well as guidance on other KTB services (including sending of emails, brochures or other promotional materials) 
  • Communication of scheduled maintenance, important notices or other notifications as necessary
  • Responding to messages and enquiries from the user related to our services (including identity verification)
  • Reporting on the usage of our services to users
  • Requesting cooperation with surveys and other information-gathering about our services, delivering invitations to various events and reporting on the outcomes of those events
  • Investigation and analysis of the usage history of our services, with the outcomes to be applied to improvement or development of these services and delivery of advertisements
  • Provision of personal information to businesses participating in KTB events, based on user consent and application forms 
  • Identification of users who violate the Terms of Use or users who intend to use our services for improper or unfair purposes, and for refusal of service

3. Management and protection of personal information

Personal information will be managed strictly and will not be disclosed or provided to third parties without the consent of the user, with the exception of the cases that follow. Further, in consideration of safety, we will take measures to prevent and correct risks such as unauthorized access to personal information, and loss, destruction, falsification and leakage of personal information.


  • When necessary to protect human life, body or property and it is not possible to obtain the consent of the user
  • When necessary for the sake of public health or to promote healthy child development and it is not possible to obtain the consent of the user
  • When KTB is required to cooperate with a government agency, local government, or an entity entrusted by an official body to carry out duties prescribed by laws and regulations, where obtaining the consent of the user could or would impede the execution of those duties
  • When otherwise permitted by law or regulation

4. Outsourcing of personal information handling

KTB, to the extent necessary to achieve its purpose, may outsource some or all handling of personal data. In such cases, KTB shall thoroughly examine the eligibility of the contractor, stipulate confidentiality obligations in the terms of the contract, and provide necessary and appropriate supervision to the contractor.

5. Shared use of personal information

KTB, to the extent necessary to achieve its purpose, may share a user’s personal information within the scope and for the purposes that follow.

6. Disclosure of personal information

KTB shall disclose personal information retained from a user without delay when requested by the user (and only that person; this applies hereafter). However, should any of the following apply as a result of disclosure, the personal information may be withheld in part or in full. In this case, the user shall be notified without delay.


  • When such disclosure risks damage to the life, body, property or other rights and interests of the user or third party
  • When such disclosure risks notably impairing the proper conduct of the duties of KTB
  • When such disclosure would otherwise violate a law or regulation

7. Correction of retained personal data

  • Should a user’s personal information retained by KTB be incorrect, the user can request correction, addition or deletion (hereafter “correction”) of the information concerned.
  • Where a request as above is received, KTB shall undertake the necessary investigation without delay. If the request is found to be justified, it shall correct the personal information concerned without delay.
  • Based on the above clause, KTB shall contact the user without delay as to its decision to make the correction.

8. Suspending the use of personal information

  • The user can request to KTB that it suspend use, delete or suspend the provision to third parties (hereafter “suspend use”) of their personal data held by KTB. 
  • Based on the above clause, KTB shall undertake the necessary investigation without delay. If the request is found to be justified, it shall suspend use of the personal data concerned. However, alternative measures will be taken if suspension of use of the personal information will incur significant financial cost or some other factor that makes suspension impossible, and if the alternative measures are required to protect the rights and interests of the user.
  • Based on the above clause, KTB shall contact the user without delay as to its decision to suspend its use of their personal information.

9. Process for revising the privacy policy

KTB will review the content of this policy as needed for the progressive evolution of the policy. All of this policy is subject to revision except for matters otherwise stipulated by laws and regulations, and unless otherwise provided for. The revised privacy policy shall be effective once it is posted on the KTB website.

10. Compliance

KTB shall comply with all Japanese laws and other codes of conduct that apply to the retention of personal information.

11. Responding to queries and complaints

KTB endeavors to respond swiftly and appropriately to queries and complaints received from users regarding our handling of personal information. We will also respond swiftly and appropriately to requests for disclosure to the user of their personal information, as well as for denial of corrections, additions, deletions, use or provision to others of their personal information.  

12. Safe management

KTB has controls on access to files containing users’ personal information. We also have measures in place to prevent unauthorized access to personal information from the outside, preventing the hacking, loss, destruction, falsification or leakage of personal information. In the unlikely event that the personal information of a user were leaked or in any other way compromised, KTB would promptly report it to the supervisory authority as stipulated by the Act on the Protection of Personal Information and guidelines, and follow the direction of the supervisory authority in taking measures to prevent any recurrence or the occurrence of any similar incident.
